Some parking alternatives that were sent to the School Board.
Considerations:
OPTION 1. Move current plans for softball field just N of the Burnham to the 2nd ball field already planned for Spalding or to a new ball field altogether. The 2nd ball field planned for Spalding could relatively easily be converted into a softball field. The church and lot would provide a sizable parking lot for Central HS and adjacent parking for soccer games.
Considerations:
- Accessible, Safe parking
- Preservation of the most historic neighborhood in Champaign Urbana
- Maintain attractive feel of the main corridor people pass through town
- Practical
- Economically viable

Advantages
Disadvantages
Economics:
Sale of Burnham: + ~$400K
Sale of Bailey 606 W Church: + 325K
Money saved from not demolishing $1M+
Property taxes gained on Burnham: +$10K/yr
Property taxes gained on Bailey: +$6K/yr
Sale of 607 W Church St +$295K
Sale of 615 W Church +$250K
Sale of 619 W Church +$200K
Cost to convert softball field: - ~$25K
OPTION 2). Purchase 510 W Park St. (and perhaps 508 W Park St) and convert to parking lot (existing building could be adequate for offices as well).
- The church property is already in possession by Unit 4.
- Saves Burnham
- The pristine and significant Captain Bailey House at 606. W Church could be saved and sold with proceeds to Unit 4 schools. No demo associated costs.
- Much of the church lot is already a parking lot, decreasing costs to taxpayers.
- Softballs would not end up in the streets
- Soccer games and fans would have sufficient on-site parking.
- Lynn St between W Church and Hill could still exist or not, depending on priorities.
- Retain W Church St row of period homes to preserve historic sesquintennial neighborhood and retain attractive W Church St main passageway through town.
- Proceeds from the Burnham and Bailey sale (and 607, 615, 619 W Church) more than pay for the softball field. Save the taxpayers $$$ from all associated demolition costs of Burnham.
Disadvantages
- Lose the stone Church that adds to the character of the neighborhood
- Need to convert Spalding practice field into softball field.

Option 3: Apply October 2017 draft that included 30-40 parking spaces in the sizeable lot just south of the Burnham and next to the High School.
- Directly adjacent to Central High School
- Off of the main route through town (W Church) so parking more concealed and thus not an eyesore. Entrance easier. Eyesores on main routes is what we are trying to resolve with on the current Neil St issue and don’t need to recreate this problem issue on W Church St.
- Saves Burnham (and Bailey)
- Conserves charm of the neighborhood
- Rather large property and lot
- Half of it is already converted to parking
- Very Accessible
- Lynn St not very busy so very safe to cross
- Over time could also consider adding 508 W Park St and/or 505, 507 and/or 511 West Church St. if more parking needed or want to add athletic and other facilities.
- The Burnham could be sold and taxpayers saved from paying considerable $$$ from all associated demolition costs of Burnham.
Disadvantages
- Not yet owned by Unit 4. Assessed at 422K
- Could be purchased with $ from sale of the Burnham or Bailey and/or W Church St homes (e.g., 607, 615, 619)

- The lot is right next to the school.
- Site plans already drawn
- Sizeable lot
- Saves Burnham (and Bailey)
- The Burnham (and Bailey) could be sold and taxpayers saved from paying considerable $$$ from all associated demolition costs of Burnham.

Option 5: Keep Central HS and consolidate all athletic fields and facilities to the large acreage on Interstate Drive.
- Properties are owned already by Unit 4
- Lots are directly adjacent to the large lot planned.
- Could be augmented if additional W Church St properties were acquired over time
- Saves Burnham (and Bailey)
- The Burnham could be sold and taxpayers saved from paying considerable $$$ from all associated demolition costs of Burnham.
Disadvantages
- Lose character and several period homes that add charm to the main thoroughfare for Downtown Champaign to be replaced by parking lots.
- Lose property taxes

Keep the High School central but don't demolish the historic downtown for parking lots and athletic fields. The athletic fields planned are already decentralized and scattered around town.
Keeping Central High School central but moving the athletic fields elsewhere, leaving the Burnham and historic West Church St corridor intact, would be a WIN-WIN for all:
Advantages:
80 Acres already purchased by the School Board and just sitting
Acreage has restrictions that hinder resale and is thus an albatross at taxpayer expense
Saves Burnham, Bailey and Phillipe Properties and
Saves downtown Conservation District and historic W. Church Corridor
The Burnham can be sold and taxpayers saved from paying close to $1M for all associated demolition costs of Burnham.
Increase tourism and economics for town
More than adequate space for all sports fields
Safe for students, athletes and fans.
No busy streets to cross, errant balls in streets and neighbors
No noise concerns, Floodlights concerns
Room for expansion, parking, and intelligent design
Green space and park retained at Spalding, leaving the few green spaces in North Champaign intact and accessible to all
Lynn Street retained between Church and Hill
Maroons sports fields unified, well-planned, with fields not scattered around town
no asphalt lots sitting empty 1/4 of the year, doing nothing for the town and detracting from its character.
Many kids and families live north of town in the growing area of Bayview, interstate drive etc
Cons:
Athletes bus to new Maroons athletic complex (which many already do to get to football at South Side)
Economics:
Sale of Burnham: ~$450K
Money saved from not demolishing Burnham ~$1M+
Property taxes gained on Burnham: +$12K/yr
Sale of Bailey 606 W Church: + 325K
Sale of Phillipe Mansion $1.5M

Altogether the town would save over $8M through this plan. Or lose over $8 M through buying all of these period homes (over $5M) to demolish them and the loss of respect and economic value from people all over the town, country, and world.
The saving of The Burnham Home stretches far past this neighborhood and far past our town. The Burnham House carries historical and architectural significance to many people across the entire country and world. We urge you to find an alternative that preserves the historic Burnham House for all.
